Operational Programs implemented within the framework of the National Development Plan for the years 2007-2013

Basic issues

Guidelines and scope of operational programs stem from internal conditions defined in the Act of law on the National Development Plan of April 20, 2004, and the draft of the National Development Plan for 2007-2013 approved by the Council of Ministers on January 11, 2005, as well as from the external conditions - recommendations of the European Commission for the years 2007-2013.

Structure of Operational Programs of the National Development Plan

Suggested structure of goals and priorities of the National Development Plan stems from the draft of the National Development Plan approved by the Council of Ministers. One of the basic assumptions of Programs for 2007-2013 stress the regional approach vs. sector-based approach and better correlation with spatial planning, long-term programs and the so-called governmental tasks.

It is assumed that all operational programs within the framework of the National Development Plan are drafted in accordance with uniform methodology, regardless of financial resources.

All programs follow the same rules concerning management, accounting, monitoring and controlling implemented endeavors..

Organizational framework

Within the framework of the inter-departmental task force for the National Development Plan a separate unit responsible for operational programs had been established. Its task is to issue opinions, coordinate and initiate preparations of operational programs, defining goals and priorities, financial documents and a system of implementation, as well as guaranteeing the cohesion of operational programs with goals and priorities of the National Development Plan.

The main goal of the unit is the coordination of all managing institutions responsible for operational programs and regional operational programs, and correlating these programs at the horizontal level.
